Introduction
There is a fundamental difference between how the West and China make industrial policy. In the West, industries are "born" from the market and the government, at the most, regulates them. In China, the opposite occurs: the state identifies the strategic sector of the future, mobilizes capital, talent and infrastructure around it, and a decade later presents the world with the new global leader of that industry. Electric cars are the most didactic case of this history. And what the current plan indicates for 2026–2030 should be read by any Brazilian entrepreneur as a map of opportunities or as a warning.
Lesson 1: The case of electric vehicles, self-realizable prophecy
In 2015, China launched the "Made in China 2025" plan, which chose new energy vehicles (electric and plug-in hybrids) as a priority sector. At the time, the idea sounded pretentious: Chinese assemblers were seen as cheap copies of Westerners, and Tesla, Volkswagen and Toyota dominated the global conversation about electrification.
A decade later, the result is undeniable:
Byd became the world's largest electric manufacturer in 2025, selling about 2.26 million 100% electric vehicles and reaching about 19% of the global plug-ins market — more than double Tesla's share (9%).
Brazil became the country that most imports electric vehicles and Chinese hybrids in the world, according to the British consultancy Rho Motion. Only in 2024, 125,624 units were sold in the country, and BYD led with market participation of 61.2%, followed by GWM, also Chinese.
Chinese brands responded for more than 25% of all vehicles imported by Brazil in 2024, and the state visit of President Lula to Beijing in May 2025 sealed announcements of R$ 27 billion in new Chinese investments in the country.
What happened? China not only bet, it built the entire ecosystem: subsidies for buyers, mandatory quotas of electric vehicles for assemblers, battery chain control (lithium, processing, cells) and state patience to endure years of damage until the learning curve wins. Result: Western centennial assemblers today run after partnerships and licenses of Chinese technology.
The lesson is not about cars. It is about the method: when Beijing writes a sector in the plan, it is, in practice, announcing where the world's industrial vanguard will be in 10 years.
Lesson 2: The 15th Five-Year Plan (2026–2030): the new "Treasure Map"
Approved in March 2026, the 15th Five-Year Plan confirms that the strategy follows the same logic, now focusing on Fronteira technologies. Priority sectors include artificial intelligence, semiconductors, robotics, new energy vehicles, biomedicine, high precision equipment, aerospace and drones, as well as "future industries": quantum computing, biomanufacture, hydrogen, nuclear fusion, brain-computer interfaces, embedded AI (humanoid robots) and 6G.
Three signs show the level of commitment:
1. AI became a state obsession.
The new plan mentions artificial intelligence 52 times, against only 6 mentions in the previous plan and includes an autonomous action plan, the "AI Plus", with Meta to penetrate most of the country's digital and productive systems.
2. Money is not a problem.
The plan foresees growth of at least 7% per year in national R&D spending, extraordinary efforts in integrated circuits and basic software, and injection of state credit, large banks already expand by about 30% loans to technology companies.
3. Humanoid robots and the "low-altitude economy".
Humanoid robots and the "low-altitude economy" (drones and aerial mobility) were raised to the same strategic heritage of quantum computing, i.e. prepare to see in 2035 a DJI or a Unitee dominating its sectors as BYD does today.
Lesson 3: What this means for the Brazilian entrepreneur
Here's the practical reading, sector to sector:
Robotics and AI: Brazilian factories (agro, mining, manufacturing) will be transformed by Chinese solutions costing a fraction of the western ones. Distribution, integration and AI services business applied to agriculture and industry are bets aligned to the plan — and to the Economic Transformation Plan of Brazil.
Drones and aerospace: the brazilian agri is the natural customer of the "low-altitude economy" Chinese. Spraying, mapping and logistics of drones are already reality in Brazil, who mastering the bridge with Chinese manufacturers will dominate the internal market.
Biotechnology: with the plan opening sectors such as biotechnology and hospitals of foreign capital 100%, health and pharmachemistry enter the goal of bilateral investments.
Semiconductors and quantum computing: here the game is long-term, but Brazil, with the national supercomputer and the MCTI chip pole, can position itself as a research partner, not only as a consumer.
There is also the geopolitical factor: while investing in technological self-sufficiency, China is open to commercial partnerships, and Brazil, as China's largest partner in Latin America and a supplier of critical foods and minerals (lithium, rare lands), is in the most comfortable position to negotiate. The window of opportunity is now: in key sectors, Beijing projects self-sufficiency in 5 to 7 years, which means that those who enter as partners in the coming years come out as a consolidated player; those who wait will find a closed market.
Conclusion: read the five-year plan as a trend consultant
Electric vehicles proved that the Chinese five-year plan is not rhetorical — it is the largest industrial betting mechanism ever created. In 2015, the player who understood the bet bought BYD, imported batteries or opened up recharge business; in 2026, this group is thriving. In 2026, the bet is already written in clear letters: AI, robotics, semiconductors, biotechnology, aerospace and drones.
For the Brazilian who wants to prosper, the conclusion is direct: doing business with China has ceased to be a strategic option and has become a requirement for competitiveness. The question is not whether you will do business with China, but in which of the sectors of the 15th Plan you will be positioned, as an importer, distributor, production partner or commercial bridge. The history of electric cars is being rewritten in seven new chapters. The protagonists of 2035 are now being chosen.
